Trust Strategy 2023–2028
‘The Future of North Staffordshire Combined Healthcare NHS Trust, Our Strategy, 2023–2028’ was developed after many months of work and engagement with trust staff, service users and external stakeholders.
We seek to deliver a strategy that addresses the needs of North Staffordshire and Stoke-on-Trent’s diverse, local population, aligned with Combined Healthcare’s values.
Upon its launch, Liz Mellor, Chief Strategy Officer, said: “We are grateful to all our stakeholders who gave us their insights and feedback to inform our development of the strategy.
“We recognise this is an ambitious strategy and over the next five years we will invest in and develop our people so the trust becomes an organisation of excellence, delivering this change and our goals through our strategic and operational plans.
“We look forward to our continued working with our staff, service users, carers, families and stakeholders to deliver this strategy through ongoing co-production, further improving the care that we deliver.”
Strategic priorities
Combined Healthcare’s values and quality aims have shaped its three strategic priorities for 2023–2028, which are:
Prevention
We will commit to investing in providing high-quality preventative services that reduce the need for secondary care.
Access
We will ensure that everybody who needs our services will be able to choose the way, the time and the place in which they access them.
Growth
We will continue to grow high-quality, integrated services delivered by an innovative and sustainable workforce.

Key enablers
These three priorities are underpinned by four key enablers, which are the pillars of why, how and what the trust does.
- Quality – which is about personalised, safe and effective care
- People – developing the trust’s workforce and ensuring Combined Healthcare continues to be a great place to work
- Partnerships – Combined Healthcare values the contribution and ability it has to work in collaboration with multiple stakeholders
- Sustainability – as the trust works towards delivering net zero, it wants to reduce its carbon footprint and ensure all of its resources are using renewable energy.
